Quebec is in the process of revising its out-of-date and overly-complex billing system for fee-for-service physicians.
A series of agreements between the group representing general practitioners in the province (Fédération des médecins omnipraticiens du Québec), the group representing specialists (Fédération des médecins spécialistes du Québec) and the provincial health ministry has prompted the Régie de l’assurance maladie du Québec (RAMQ) to set up a new fee-for-service billing system, SYRA, which will be introduced throughout Quebec starting in April 2016.
SYRA will bring long-awaited changes that will streamline the information required to pay claims, eliminating over 900 modifiers and replacing them with 120 contextual elements. Claims will be processed individually, in real time, and the system will immediately indicate the claim amount approved.
SYRA will also make it possible to cancel, change, or correct a claim with the simple click of a mouse. In the current system, changes can only be made using a hard-copy correction form and can take several months to process.
Furthermore, RAMQ will stop prepaying claims and validating them at a later date — a practice that has caused headaches for many health care professionals. In certain cases, doctors have had RAMQ deny a claim that they authorized for prepayment three years prior.
RAMQ is not planning on providing any training on their new tool, so physicians can expect a transition period as they learn to use SYRA.
