CMA members raise concerns over tax changes

Canadian Medical Association (CMA) members are making their voice heard on a proposed change to the federal tax regime, one that could have unintended consequences for medical research, education and access to care.

CMA members are taking part in a grassroots advocacy campaign to educate Members of Parliament on the potential negative impact of proposed changes to the incorporation framework, specifically eligibility to the small business deduction.

In the 2016 federal budget released in late March, the government recognized the important contribution of health care practitioners as small businesses. This important policy recognition followed intensive advocacy efforts by the CMA and our membership. While access to the incorporation framework has been maintained, the budget also proposed several technical changes targeting commercial ventures that have established a partnership with multiple corporations each claiming a small business deduction.

It is these changes that have caused concern among incorporated physicians, particularly those in the academic health science setting and certain specialties such as oncology, radiology and anesthesiology. If these proposed changes go through, they could force these partnerships to break up, which would have serious negative impacts on medical research projects, education and training for the next generation of physicians as well as Canadians’ access to vital medical services.

As members continue to reach out to their elected representatives at the federal level, CMA CEO Tim Smith and other senior staff recently met with Finance Canada Deputy Minister Paul Rochon and other senior finance officials to discuss the CMA’s concerns on this issue.

“In meeting with Finance officials we made it clear that if these changes impact physicians incorporated in group medical structures, there will be significant negative effects for provincial and territorial health care systems,” said Mr. Smith. “This meeting confirmed our concerns. That is why the CMA is calling on the federal government to exempt physicians from the application of the proposal.

While the CMA’s meeting with officials from the Finance department validated the CMA’s concerns that group medical structures will likely be affected, the proposed measure has not yet been finalized.

Finance officials have confirmed that the proposed changes to the small business deduction will be part of the next budget implementation bill, to be released by the department for consultation over the summer prior to being tabled in the fall.

The CMA will continue to reach out and advocate on the issue through the consultation and legislative process ahead.

“Our members are telling us that they expect the CMA to advocate actively on issues such as ensuring fair tax treatment for group practices under proposed Canadian-Controlled Private Corporation changes while also looking out for the longer term vision for health care in Canada,” said Mr. Smith. “With that in mind, the CMA will continue to press for a new vision for health care in Canada and a new Health Accord that will help our system evolve to meet the needs of our growing and aging population.”

CMA General Council — Have your voice heard on key issues affecting the medical profession

This year’s General Council (GC) will be more open and accessible than ever, with nearly 10 sessions being available to members via an online, interactive webcast. Through these accredited sessions, members from across the country can join the debates, pose questions, comment and participate in polls. If you’re interested in getting a sneak peek at some of these sessions, the CMA will be hosting an online Member Dialogue on key GC topics, including climate change, drug shortages, social media, the Health Accord and medical professionalism.

Starting on June 24, you can log onto the Member Dialogue to share your feedback on these key issues and participate in the discussion ahead of GC.

Not only is this dialogue a good warm-up for GC, but your input will be used by the CMA to make last-minute adjustments to the education and strategic sessions and to develop specific questions for discussion at the meeting.

Joule Innovation grant applications due June 23

It takes two steps to apply for a Joule Innovation grant: download the Joule App and submit a video (less than 90 seconds in length). Selected projects must originate from and be led by a CMA-member. Supported and shaped by the Innovation Council — a group of physician innovators and business leaders — the Joule Innovation grant program awards annual grants totaling $150,000. Read more.

Doctors’ Day Events: A Successful Partnership

In recognition of Doctors’ Day on May 1, the Canadian Medical Association and MD Financial Management were proud to support local Doctors’ Day events in three provinces.

The events were hosted by the Ontario Medical Association, the Medical Society of Prince Edward Island and Doctors Nova Scotia. The CMA and MD were sponsors and active partners. The events were conceived to recognize the hard work of physicians, and the immense contributions they make to our communities.

MD Brand Awareness Campaign – April 18 to October 8, 2016

In April 2016, MD Financial Management launched a new Brand Awareness campaign focused on pre-meds, medical students, residents and physicians new to practice. In June, the campaign introduced two new advocates who highlight why they trust MD to look after their financial planning needs. One of the featured advocates, Dr. Edward Kucharski, Family Physician, talks about how MD has been with him and his family every step of the way on his medical professional journey. “MD gives financial advice that evolves with my life,” he says. MD Launches Financial Resources Page on New CFMS Website

As a result of MD Financial Management’s (MD’s) ongoing partnership with the Canadian Federation of Medical Students (CFMS), MD has launched a new Resources From MD Financial Management page on the redesigned CFMS website. The page provides medical students with easily accessible financial tools and resources designed specifically for their needs. MD is dedicated to helping Canadian medical students take the worry out of their finances and helping them to start their careers on the best possible financial footing, leaving them able to focus on their studies.

The page highlights the benefits of MD MedEd CounselTM and includes a Financial Checklist for Medical Students. It also provides information about managing debt, paying for medical school, preparing for residency, studying abroad and more.
